Public diplomacy is not propaganda. And it is not government diplomacy. We do not need to use a new concept to designate traditional diplomatic practices. Public diplomacy is the diplomacy of public opinion, that is to say, the international projection of our public’s values and ideas.

FOCIR, the Federation of Internationally Recognised Catalan Organisations, is the only platform created for Catalan civil society actors who partake in public diplomacy. It was founded in 1995 following an agreement among various Catalan organisations that were interested in promoting their presence and that of Catalonia internationally.
